    2021 Covenant of Mayors Awards: Call for applications open!

    The Covenant of Mayors ‘City in the Spotlight Awards’ are a great opportunity to showcase the progress made and become a reference example for the whole Covenant Community and beyond.

    Winners will be announced in the Covenant of Mayors - Europe Ceremony, and invited to share more about their local actions and strategies. They will have an interview featured in the Covenant of Mayors newsletter, dedicated articles on the website, and receive a year-long extra visibility in the Covenant of Mayors communications.

    1 small-sized signatory (<10,000 inhabitants)
    1 medium-sized signatory (10,000- 250,000 inhabitants)
    1 large-sized signatory (>250,000 inhabitants)

    Who can apply?
    The Covenant 2021 Awards call is open to all Covenant of Mayors - Europe signatories. However, only signatories that have committed to the 2030 mitigation and adaptation targets are eligible, as long as they are compliant with all Covenant requirements, notably in terms of reporting.

    Important: if you are a 2020 signatory and want to apply, you still can - under the condition that you renew your Covenant of Mayors Ambition before Friday 1 October 2021.

    How to participate?
    Signatories who wish to apply for the 2021 Awards are invited to fill in the application format the latest by 16 August 2021. [edit: Please note that the deadline for applications has been extended and is now 3 September.]

    Applicants are encouraged to add attachments (with a limit of two attachments per application – in English if possible) such as pictures, infographics, videos, short documents, etc.

    How will applications be evaluated?
    Signatories are invited to submit an overview of their engagement in the Covenant initiative by filling in the application form. The application must include a description of the overall energy and climate policies, and the actions undertaken to implement them.

    The participants will be evaluated on the SECAP (Sustainable Energy and Climate Action Plan) overall process and, in particular, on the following main aspects:

    • Commitments (2020, 2030, long term) and monitoring (status, achievements)
    • Progress in reducing emissions and strengthening resilience (actions planned and implemented)
    • Stakeholders involvement (types and means of engagement)
    • Coherence of the Plan (Political goals, Plans consistency, financial strategy, integrated actions)
    • SE(C)AP governance (stakeholder engagement)
    • Contribution to the EU Green Deal Strategies (e.g. renovation wave, energy system integration, hydrogen, biodiversity strategy, EU Climate Pact, circular economy)


    All submitted proposals will be reviewed by the Covenant of Mayors - Europe Office to check their compliance with the above-mentioned eligibility criteria. Shortlisted applications will be analysed and evaluated by the European Commission. The three most outstanding applications as detailed above will then be selected.

    Announcement of the winners

    Winners will be announced during the Covenant of Mayors - Europe Ceremony on 7 October 2021 and promoted on the Covenant of Mayors - Europe website.
